Grant Opportunities

State Water Resources Control Board (SWRCB)

The 2014 California Water Bond (Proposition 1: The Water Quality, Supply and Infrastructure Improvement Act of 2014) was passed by 67.5% of the voters.  A funding summary of the $7.545 Billion General Obligation Bonds can be found here.

The SWRCB has been charged with issuing substantial Proposition 1 funds related to Safe Drinking Water, Clean/Recycled Water, Groundwater Quality, Stormwater Quality, and others.  A list of current and future solicitations administered by SWRCB can be found here.

Department of Water Resources (DWR)

DWR provides a wide array of grants and loans for water programs and projects.  Many of these grants are structured to reward projects that provide multiple value streams, including water savings, energy savings and greenhouse gas emissions reductions.

In 2015, the Legislature appropriated $19 million from the state’s Greenhouse Gas (GHG) Fund for a Round 2 Water-Energy Grant Program.  Public workshops soliciting input to the grant solicitation guidelines are expected to commence by Summer 2016.

DWR is also charged with administering many water-related bond funds, including several programs funded by Proposition 1.  A full list of DWR financial assistance can be found here.

Electric Program Investment Charge (EPIC)

EPIC was created by the California Public Utilities Commission (CPUC) to “… fund clean energy research, demonstration and deployment projects that support California’s energy policy goals and promote greater electricity reliability, lower costs, and increased safety.” [Source: CEC’s Website]

EPIC funds will provide approximately $162 million annually from 2012‐2020 primarily to address policy and funding gaps related to the development, deployment, and commercialization of next generation clean energy technologies. Of this amount, the California Energy Commission will administer 80% (approximately $130 million per year).

The best way to be sure that you don’t miss any EPIC opportunities is to register for the Opportunity ListServ on the CEC’s EPIC webpage.
